FRESNO — October 22, 2026. Residents exploring backyard housing or smaller primary homes have a free local starting point: the City of Fresno ADU Program maintains five preapproved accessory dwelling unit designs, with three different exterior elevation choices for each design. City officials say those plans can also be adapted for qualifying small primary homes.
What are the five Fresno plans?
The city’s official ADU Program page provides plan sheets, exterior views, sample plans and permit guidance. Examples include a 625-square-foot design (Plan #3, which the city shows in one- or two-bedroom versions), an over-garage alternative in the city’s Plan #4 materials, and a 1,015-square-foot three-bedroom, two-bathroom Plan #5. Homeowners should examine the precise downloadable version of their selected plan rather than rely on a third-party builder’s rendering.
The same city resource provides an ADU and Small Homes Guidebook and a cost-estimator tool. A budget estimate is not a contractor’s binding quote, and site-specific utilities or soil conditions can significantly change costs.
Are the plans truly free?
The city’s program presents the plan designs as publicly available preapproved materials. That does not mean the finished unit is free, nor that the city waives site permits, utility installation, development fees, inspections or all engineering. The owner remains responsible for meeting the current codes and project-specific rules.
Permit path: City pages need clarification
There is an important detail on Fresno’s official website that applicants should not ignore. The dedicated ADU Program page says preapproved and custom ADU applications no longer require a separate Zone Clearance and instead go directly to a Building Permit. However, a broader Applications, Forms & Fees page still has language saying a Zone Clearance is required for accessory units. These two online descriptions are not identical.
Before paying for site drawings or beginning work, confirm the current ADU-specific workflow directly with the City of Fresno Planning and Building staff. When a specialized, apparently updated program page conflicts with another city page, California58 will not pick whichever interpretation happens to be more convenient for a builder.
Fire sprinklers, solar and other costs
The city says the preapproved plans include solar considerations and that fire sprinklers may be required in some circumstances, depending on such factors as the main home’s sprinklers or proximity to other buildings and property lines. Setback, lot access, utility connection and electrical capacity can all affect whether the project is practical.
Steps before signing a contract
- Confirm the property is within City of Fresno limits, rather than unincorporated Fresno County or another jurisdiction.
- Download the city’s latest Plan #1–#5 sheets, site-plan checklist and current ADU guide.
- Verify zoning/permit steps with Fresno’s building office and document the staff guidance.
- Ask an independent qualified professional to assess the site, utilities, access and sprinkler applicability.
- Request a complete written construction price with contingencies for fees, soil, grading and electrical work.
- Keep official permit, inspection and occupancy records before advertising an ADU as legally habitable.
Frequently asked questions
Does a Fresno preapproved ADU design guarantee approval?
No. Standard plan approval and a parcel’s site-specific building permit are different decisions.
Can these plans be used for a small primary home?
The city specifically describes possible use for small primary homes. Confirm which rules and fees apply to primary housing rather than an accessory dwelling.
